Tom Hicks
Tom Hicks led execution of Secretary Mabus’ visionary Navy energy program, managed policy, budget, and strategy matters in several posts, including acting as Under Secretary of the Navy, created Energy Star for buildings at U.S. EPA, and led the LEED program at the USGBC.
Thomas Oppel
Thomas Oppel was chief of staff to Secretary Mabus for eight years at Navy. A former journalist, Oppel founded and ran his own communications consulting company after serving as Mabus’ Communications Director in his gubernatorial campaign and administration.
Jodi Greene, Principal
Jodi Greene has spent 30 years tackling national security and foreign policy challenges in the Defense Department and National Security Council. As Deputy Under Secretary of the Navy, she managed defense and security policy, insider threat, and intelligence oversight.

Victor Gavin
Vic is a highly accomplished executive leader with 38 years of DoD Acquisiton and Engineering experience in both the public and private sector. Vic is was Head of DoD Strategic Business Development for Amazon Web Services (AWS) from 2020-2022. Prior to that role, Vic was Head of Federal Technology Vision and Business Development at AWS. Vic left the Department of the Navy in 2018 having most recently served as Deputy Assistant Secretary of Navy C41 and Space where he oversaw and advised on all Department of Navy (Navy and Marine Corp) major acquisitions of C4I, satellite and IT technologies. Prior to this role, Vic served as the Program Executive Officer (PEO) Enterprise Information Systems from 2012 to 2016.
Dave Matsuda
Dave is Principal at Matsuda & Associates and is a national transportation expert, with nearly 20 years of experience leading, overseeing and working in federal transportation agencies, giving him a deep understanding of how the federal government makes decisions. Most recently, he served as U.S. Maritime Administrator, where he managed more than $1 billion of federal investment into U.S. ports, shipyards and shipbuilding projects. His leadership renewed a focus on maritime education and environmental sustainability, promoting one of the maritime industry's most valuable assets: its ability to innovate through its hard-working professionals.
Britt Boughey, P.E.
Britt Boughey guides development and commercialization of new energy technologies, working in both conversion technologies and storage, including alternative fuels. Britt founded OMC Hydrogen to develop a low-cost, scalable thermochemical green hydrogen and syngas solution. He also founded Beryl Renewables, where he provides consulting services.
